Is it normal for the clock and mileometer to stay on at all times on a 2002 reg?

2002 rear speakers
I have a 1.2 polo S on a 52 plate and for some reason the rear speakers aren't working. I have been reading around and apparently some weren't fitted with speakers yet have grilles. Anyone help me out?

Okay I have recently bought a 52 reg Polo 1.2 12V 65bhp, I have heard about the common faults with timing chains. Mine has done 86,000 miles and had a timing chain replacement at 56,000 miles. When will it next need replacing? It has a very good service history and was serviced at 83,000, 67,000, 51 ...
