Why would headlight washers be a legal requirement?

I have a manual polo 6r match and i'd love to put some official xenon lights at the front as I think polos with them look awesome.

I'd also be interested in adding other things too, like a colour cluster, cruise control, central armrest storage thingy, pure white lights in place of horrid dull ...

Do they come with the required cables too? Forgive me if that's a silly question, I'm new! I also can't message you my email yet until I've reached 10 posts (I think)

Do LHD lights come out at a different angle or something then?
