MK2 breadvan Polo small grill lights??

Hi, the small grill lamps that look like spot lights (not headlights) on my polo mk2 breadvan don't work. Does anyone know if these lamps are supposed to be fog lamps? Or are they supposed to work when the headlights are on, maybe full beam?
