Does change headlight count as car modification in the UK?

I want to ask the same question as you did

LED retrofit is not impossble, just a lot of work. Just so you know, the set that you link on eBay is a halogen light set ;)
Thank you for your remind, this set is on R-line (same looking) which VW claim LED headlight comes as standard...
It is good at appearance, didn't realise it is halogen :lol ...

I just bought my new polo beats, and find out the headlight really lack of styling.
This question may bring up before, but I couldn't find it.
The beats generally is a Match. Just wonder anyone fit a GTI LED headlight to the Match?
