why is there two bulbs located in the same location one on left and one on the right side.

I have a similar problem with my Polo 2011 6R1. The Light warning light is on on the dashboard and it seems that one of the reverse light is not working. I changed the bulb and still, the light would not come on in reverse and get the warning on the dashboard. Could this be a fuse issue or short ...
