Along with VCDS
I have this Creader generic code reader that works on the polo 9n3 using KWP
But it does not support the O2 sensor or evap test or any eCU information but for €40 3 years ago it's ok

295 miles to a tank does sound poor If it were me I would try to get a more accurate figure the tank in the polo is a little smaller than the norm so your not putting as much fuel in it and consequently seem to be always filling it Next time you fill up reset the trip odometer drive 100 Km ( 62 mile...

To the best of my knowledge Yes you will need a key with a transponder or the immobilizer will kick in on this model the immo is in the instrument cluster and depending on which version you have VDO or Magnetti Marelli Clocks The Magnetti Marelli being a bit of a pig as the chip needs to be removed ...

You don,t want to pull the bonnet up
You want someone to press down on it while you pull the lever as far as you can then try lift the bonnet

You could probably pull back the grey liner and have a look see if the cables are there before you buy anything

Was already fitted
I would not hold out much hope of the wiring being there as I found when i went to install speakers in the rear doors there was no cable

as well as the compression test suggested above I would be looking toward the ( system too lean ) as it could be causing the misfire errors System too lean can be caused by a vacuum leak when un metered air is being drawn in I think you can test this by spraying carburetter cleaner around the intake...

Yeah wanted something original looking and it fitted the bill perfectly as a 50 something year old did not want anything too christmas tree looking or too complicated.
