I have a 64 plate 2014 1.2 tsi sel 3 door, question is can I upgrade the factory fitted side skirts? I'm not wanting to lower them and have a unbalanced look with the front and rear just wondered if the r line ones for example will fit?

yes the R-Line and GTI skirts will both fit your car.

Do they just replace the lower kick panels? Are these just removed and the new r line sills fitted?

Andy, the side skirts in the picture you posted are described as OEM style side skirts, so they may not fit as well as a genuine VW set would.

Thanks guys, I presume they just fit on top of standard sills ?
Picture was just for reference only, if I were to buy any I'd look into getting genuine parts.

Yes, the GTI skirts (like the R-line skirts) fit on top of standard sills.

Note that the OEM skirts are designed to be fitted by drilling a series of self-tapping screws into the side sill (as shown in the Google doc linked by CNK). This is a horrible solution because of the risk of corrosion and also because you can't just remove the skirts later (this would leave the holes exposed).

If I were to install them, I would use a good double sided tape and stick it to the flat spots on the inside of the skirt, between the "keyholes" for the screws (check CNK's later link to see what I'm talking about). Although it is possible that the tape would have to be quite thick.

Also note that the OEM parts are quite expensive (something like 200€ per side for the GTI skirts I think).

Yes, they do fit on the standard sills, although if your car has existing sill covers/side skirts fitted, then these will need to be removed first. Hopefully you can see from the pictures at the link below (ad posted a while ago by forum member JIC Cracked in the for sale section of the forum) that the 6r GTI side skirts fit directly onto the metal sills;

Pretty certain they’re attached the same as the mk6 Golf GTI/GTD side skirts (they’re the same design).

Here’s a link to a YouTube video showing a mk6 Golf GTI side skirt being removed, which shows the fixings, so will give you a good idea what’s involved in fitting the 6r GTI side skirts to your Polo;
