Headlights always on

Headlights always on
My Polo 6r 1.6 tdi 2010 always has its dipped headlights on all the time. I went to buy a bulb and the shop owner stated that only the sidelights should be on as day lights. My car has no difference whether the light switch is 0 or on dipped headlights, is this normal?

I'd be willing to guess that sidelights are just that side lights and not DRLs, so in early Polo VW did the cheaper thing and used dipped beams as DRLs, surely other people will chip in and confirm this.
Edit:- have you checked your rear lights, I'd guess that when the dipped lights are being used as DRLs, the rear lights will not be on - but they will be when the switch is in the dipped lights position.

I've checked and the rear lights are on as well while dipped headlights are used as DRL. Can anyone else confirm that this is normal?
