hmm, you know where the space saver is, I have a removable black 'case' that opens to reveal tool kit, if you don't have the hard case, it can be wrapped in a cloth. they fit inside the space saver wheel
but if both are not there, then i dunno...

Didn't think to look there, I do have it, along with the locking wheelnut key. I checked the stud that the cap keeps coming off and I don't think it's the locking wheel nut. If someone has a pic of their wheels with the black caps off I'll show you what it looks like (so long as you have the standard VW bolts

)

describe it? does it look like a hexagon
or is the shape more like a circle with raised bits

A Hexagon, I looked at the locking wheel nut key and offered it up to the nut but it didn't fit, so I assume it must be a normal one. So I can't understand why they're not staying on for very long?

Yep, defo sound like normal wheel bolts... odd covers keep coming off, you are using new covers I guess right?
just bang them home as far as they will go I guess and they should stay
maybe try bend the little tabs on the inside of them more towards the centre, before putting it on, so that they hold onto the nut tighter
