If the car is warm, and you look after the engine (i.e change oil regularly, keep it topped up) then taking the GTi to 6500rpm is not ragging it unless you are at those revs for very long periods of time. Thats also assuming you have a bit of regard for the transmission and the clutch by changing well too. Obviously you are going to wear the engine more than going 3000rpm, because the engine is spinning twice as much, but the difference in wear is tiny.

I've seen a focus ST's engine get bench tested, they run it at max revs for hours and hours. I assume VW have something similar. Not to mention the actual testers, who rag the cars to bits around a track (lucky gits). If it was an 8v car or a very old engine then i'd advise against it. But the GTi is a tuned car, the maximum power is at 6500rpm thats where you have 125bhp, so its made to be revved. You are not suppost to take it into the red, which is 6900+ and I would def advise against it, but revving the car high is fine and occasionaly hitting the limiter is not a problem altho 20 times is kinda high just don't do it from cold.
