thats the other ting i forgot to mention, i get cold air only from the other heaters by my feet too 
hmmm, bizarre that you're getting hot air through the windscreen vents, but not through the feet vents.
If one is working it suggests the matrix is working properly, I'd suggest first off making sure all the heater pipework is properly connected up to the heater blower....
