Exactly as Tim said its worth having your own policy in the long run. If you're 17 then its likely you'll remain in the 17-25 bracket for a loooong time. So why go on someone else's policy only to pay an immense amount on following years? Just doesn't make sense
Build up as much NCB as you can as early as you can 
My record when I was 21 after passing my test;
1st yr 1.4CL = £1500
2nd yr 1.4CL = £780 (Huge decrease cos 2nd year and 1 NCB)
3rd yr 1.4CL = Quoted £460 with 2 NCB but bought the valver.
You should only go down as a 2nd driver if insurance isn't feasable but then again you should think about that before purchasing a car and start on a 1.0L
