I would never use any bolt other than a bolt designed to be used as a strut bolt - VW ones are incredibly strong bolts, and the forces pushed onto these are more immense than you think.
I used to work at VW and I have witnessed strut bolts snapped before, because they werent up to the job.
Camber bolts do exist, but if your camber is that far out then there is a good chance your CV joint will be borderline destroyed if you push it any further - camber only goes so far for a reason.
That camber is easily correctable by a garage that can do camber and tracking. It may look far out, but the smallest adjustment on the strut bolts makes a big difference.
