I meant to update this earlier, I finally remembered to look at how the filter is retained in my wife's 2015 6C Polo - and now know that it is exactly the same as in your Polo, ie I can lift it out without resorting to needing any tools!
Sorry for giving out faulty info and suggesting that your filter could be pushed further down to engage its retainers - the one on my 2011 B8 Audi S4 is different though and engages on the neck of the filler tube, though that tube is black plastic and not translucent like Polos - though that might not mean that that type of filter can not be retro fitted into a Polo washer bottle.
