You are absolutely right. The key was listed as removed from a car fitted with new uncut blade and empty/clean transponder. Seller said that with some software (i thought VCDS), i can extract security/secret key and then program new key.
VW charges around 100 USD for a normal key and 200 USD for a flip key. This key was listed for me 40 USD and locksmith charges of 10 USD.
In addition i had seen some videos and thought i could do that with original keys and VCDS. This tempted me and I bought the key. (just like few other items i bought and they are not working

I had taken this key to VW authorized service center and convinced them to try coding/programming.
Though I could not record the procedure, they changed the initial value of 2 to 3 keys and started inserting and turning ignition on one by one. (I had received one flip key and one normal key)
I could see "1/3" and "OK" followed by "2/3" and "OK" message in instrument cluster.
Once 3rd (russian key) was inserted and ignition turned on, nothing happened.
We tried couple of times. Also changed the order/sequence of keys but in vain. That person tried few times and then gave up.
Somehow in VCDS 17.x.x i could not locate where keys could be programmed. (and this is where kept ignition on for 2.5 hours and learned a lesson of keeping engine on instead of only ignition on)

A source in VW told me that every car details are on server (in germany) and it is IMPOSSIBLE to add a new key unless you buy from them.
I assume you all know but we can have "8" yes eight keys for a car.
and about transponder -- you are right again - ebay has transponders for sale for few dollars, but then again we don't have any check to know they are clean unless we buy and try? (please correct me here)
Since we can program keys --after changing to new cluster. So cant we add (and then program) keys using VCDS?
