1.3CL cold starting and overcooling?

Bought a 1.3Cl last week (see gearbox thread). I'd noticed that the car was a little hard to start. Swapped a better battery in and its been much better since but not nearly as easy to start as my last cl. It also seems to sit at a pretty low temp unless in heavy traffic. It sits at around 70 degs and moves up to 90 if you are stationery for a while. My last one did this as well. Is it just a polo trait? Are the two problems linked at all?
