if yours is a 1300 carb, then it may be just a case of getting it cleaned out and tuned up correctly - not much of a job for a mechanic

sorry, cant help you there - not really my neck of the woods. I would say that your best trying the back-street garages tho, not big places
pulldown unit ? or carburettor expert on ebay

as it's happening when you on/off at high speed it might be the stage 2 pulldown unit has a tiny split in the rubber diaphragm, and this is cheap to replace and fairly easy to check for... if you can dismantle it and blow/suck the tube to feel for movement.
It's GSF part 18188.
It was on mine, but then I eventually replaced every gasket until it wouldn't even start (cause turned out to be a corroded earth wire ! ).
Or, there's a bloke on eBay who'll do reconditioned VW carbs by email/post
He specialises in 2e2's for the Golf mk2 but I'm sure he could cope with a 2e3 like you find on a 1300cc Golf and Polo as it is similar (and simpler).
His eBay rating's a fairly respectable 96.2 % from 168 transactions, so might be worth a try for around £110.
eBay user id is golf_2_specialist. He's selling a 2e2 now so you could try ask seller a question to get a dialog going.
