gettin my arches rolled

i m thinkin of gettin my arches rolled so i could lower my car more, any ideas how much it would cost? and another problem i got is, in the wheel arch, where the sill ends i ve got like a little metal elbow stickin out, any ideas what this is, and how i can get rid of it

For my rear arches to be rolled & flared (That's rolled not cut like most places), my mate quoted me £300, but this was because he was going to spray the 2 rear panels for me as well. So arch rolling & spraying for that..
Could get all 4 rolled for about £80 I think, the only reason my mate was spraying the rear is cause the paint may crack when its rolled.....and I have a rather huge scratch on the back too.
Some places just cut the arches as well, instead of rolling.
