There's never really a limit to the BHP an engine can take.
There's some pushing about 118 bhp, through the basic mods (induction kit, exhaust) and uprated camshafts, and a chip.

afaik you cannot fit the twin webber on polo 16v!! the twin webber system is a carb system, the 16v is fuel injection

i say you could get 170bhp at a guess from cams, gas flowed head, throttle bodies, exhaust manifold etc and then putting the 1.6 gti crank and piston rods into it..... i have heard of 210bhp from a polo 16v engine but thats mega money

Decent intake and exhaust system will make it alot healthier,
4branch and a de-cat should see a good uppage,

you can fit carbs and it makes most of the ecu redundant! not sure on how effective it is but I've seen carbs for sale for the 16v.
120bhp is easy to achieve for less than a grand.
140bhp is going to cost you big time!
