how low can i go??

i just got a mk3 polo coupe and i also got a hold of some ats classic wheels that are 7x13 et 16,
i was wanting to know how low i could go without requiring alot of arch work. a little flaring, rolling is fine. could i go -70mm?
also what kit would you advise
