Speedo woes....

Am having trouble with a new speedo on my MK2...
Have swapped the dials (old speedo sticking plus wanted a rev counter & digi clock) and now have the correct speedo for my MK2 hatchback (the one with 100mph on the dial and the higher revolutions per minute - think it's 278 or something like that??) Anyway, still feels like 30mph on this speedo is actually somewhere round about 20mph travelling speed.
I'm thinking that someone has at some stage removed the pointer from the dial and not put it back on in the right spot. Does anyone know if there's an accurate way to set the pointer as it worries me a bit when I pass them policemen with speed trap guns? If you notice, the speedo starts at 10mph so I can't simply remove it and set it at that point.
Also, does anyone know how to get carbon off of bricks? My Polo is always reversed onto the drive with the exhaust being right up against the brickwork on the front of the house. When I start the engine, the deposits from the exhaust splash onto the brickwork and as a result we now have a big black circle of carbon on the bricks. How can I clean this off?
