Resizing pic

Can someone do me a favour?
My current signature pic (bellow)...Im having trouble resizing it... I need it
(145 X 145) Max. 10KB
But when I resize it the numbers stop moving... If anyone can do it would be appreciated. Or just tell me how to do it...

Basically its an animated .gif file, so if you resize it in an app that doesn't handle animations it just resizes the first frame and gives you the result you are describing.
You need a graphics program that can modify a gif, in short. I haven't got one either

Nah, no need to enlarge. It's just getting it from 73.6kb down to 10kb

Well the only way to do that would be to remove some of the frames or reduce the size?
