Polo GTI 2001 - Some technical questions

Hi there
I have recently become the proud new owner of a 2001 Y-reg Polo GTI (60,000 miles).
Am very happy with the car in general, but there are a few niggles I would appreciate some advice on (issues are "between" forums, sorry!).
Once the car has been running for 10 - 15 minutes, I occassionaly here a feint "tooting" noise. Sounds weird, I know, but it genuinely sounds like a distant car horn... It only happens when I touch the accelerator gently, but in any gear and at any speed. Any ideas?
Just to point out, I insisted that the dealer change the cambelt before I bought it. And am fairly sure I didn't hear the noise during the test drive...
One other issue is the brakes. They're not the most powerful, but I guess that could just be down to age.
However, when I brake at speed (say 70 on the motorway), the car/wheel judders quite a bit. It stops ok, i.e. the brakes definitely work, but there is a bit of shaking. I have read this could be due to a warped brake disc, but isn't this something the dealer should have sorted in the pre-sale service?
Anyway, would be grateful for any advice!!!
