Can someone help me out with a digital image

I need a better quality/resolution image done of this superhero. Feel free to make any other amendments, all that's needed is the Eggman shape.
It's the 2nd image along

How big du need it?
One that could be done is to enlarge the image (obv it would pixelate), then re-draw it with the pen tool?

Ideally I want it to be big enough to put on a t-shirt.

Yeh i could do that, but what i'll do is enlarge the picture, then use it as a stencil and re-draw it on PS using the pen tool.
That gunna be ok?

It doesn't have to be an exact replice, I just want something that looks good, feel free to make it look more egglike.
