Oil in water but water not going down

Does a bit of oil in the water (not much over a couple of months) have to mean the head gasket has gone?
The gasket went about 20 months ago and the garage (I bought it from) said they skimmed it, changed the gasket, timing belt, water pump etc
I found the distributor was knackered and leaking oil onto the thermostat housing and more but that has been replaced now.
Could the oil in the water have got through some other way? Surely the gasket should not have gone if they did it properly? Could there be a bigger problem with the engine that makes it keep getting through head gaskets?
I only need the car for another 6 months, is it worth keeping going as it is (renewing the coolant regularly) and hoping that the leak doesn't get any worse and start losing water?
Failing finding another solution can anyone recommend a dealer in the Bristol area that deserves havign this car offloaded onto him without knowing this problem?
