Right. Here's the story.

This week the police discovered the biggest ever Cannabis plantation/factory in Dutch history. The professional factory was located on a commercial estate, right next door to a well known aircooled Volkswagen specialist. The other businesses on the estate never knew about their 'illegal' neighbour and were quite surprised by the scale of their operation. According to the police, the factory churned out roughly € 5 million worth of cannabis every two months. That's € 30 MILLION per year in revenues. The power company had noticed large ammounts of power being tapped at the location and asked the police to investigate. They were quite surprised to see the tens of thousands of plants. As a reminder, drugs aren't THAT legal here.

VINCENT: Yeah, it's legal, but is ain't a hundred percent legal. I mean you can't walk into a restaurant, roll a joint, and start puffin' away. You're only supposed to smoke in your home or certain designated places.

JULES: Those are hash bars?

VINCENT: Yeah, it breaks down like this: it's legal to buy it, it's legal to own it and, if you're the proprietor of a hash bar, it's legal to sell it. It's legal to carry it, which doesn't really matter 'cause -- get a load of this -- if the cops stop you, it's illegal for them to search you. Searching you is a right that the cops in Amsterdam don't have.

There are some important addendums though. Planting seeds is legal, up to 5 or 10 at a time. You have to be able to prove it's for private use only. That means growing a couple of plants is legal too, again up to 5 or maybe ten at a time. Even if it's not fully 'legal', it's condoned by the government and police.

However. If you plan to grow and cultivate 10.000+ plants, you're obviously not doing this for your own use. That means you've crossed into the illegal territory.

The weird thing is, the only illegal aspect of the soft drugs trade is the wholesale and production side of things. Retail is left alone. Even moreso, the hashbars sell at 0% VAT. This means they can reclaim any incurred VAT (for example, when buying a cashregister or furniture) but they do not have to charge people VAT - they win big time under this scheme. Some quirky law eh. Also, hash bars should in fact pay income or corporate tax, just like any other business. The same goes for Dutch prostitutes actually. Since large scale growers are illegal they tend not to pay any taxes, but if they're caught they are in fact likely to face income tax over their past activities.

I think the government should charge VAT.

Do the hash sellers have to post signs warning consumers that smoking affects their health or is addictive or anything?

On a separate note, if the Brazilian government adopted a scheme like the Netherlands' I think a lot of lives would be saved (and our whole debt would be paid in 10 years with VAT revenues on all those middle-class idiots who today keep drug dealers rich and well-armed by purchasing "small amounts" of hash).

Not that I know of. The cigarette packs here do have (big) warnings on them.

In the UK cigarette warnings cover 50% of the side of the packet...

I've never smoked cigarettes though... Can't see the point!

(although I have smoked a few expensive Cigars before...)

I have noticed that you cant knock cigarettes in any way because the smokers then get on your case like sticky tar in thier lungs
The little white stick is sooo powerful that it brainwashes adult minds into actively protecting "The Cigarette" from being deemed a bad thing. Who has heard this before?:

"you dont smoke so you wouldnt know!"
"yes i know its bad for me but i cant stop"
"Oh is it bad for me i didnt know"

Thats like saying:
" i know im driving towards a brick wall but im hooked on driving and even though i know its going to hurt i cant help it so if you excuse me I have an appointment with a brick wall"

Cannabis is a different story, some say it's not as bad a cigarettes some say otherwise but every1 has thier own opinion, personally when something burns it gives off to many harmful and smelly gasses for it to not do serious damage, i wont go into the medical terminology but lets just say its bad.

Just take up track racing, it gives a good enough buzz

it is being abit selfish aint it, i mean if i wanted to smoke i would, but i think its awful the fact that u cannot avoid cigarrete smoke, anywhere u go.
