16894 bank 1 catalyst system efficiency

Recently had my 2001 6n2 MOT'd at the local nationwide garage. The day after my labda probe sensor came on.
I went back and complained so one of the guys plugged in thier generic com port code reader which came back with '16894 bank 1 catalyst system efficiency too low'. They also noticed that the exhaust, which was replaced in full a few months ago was blowing.
Convinced the problem was with the exhaust i took it back to the tyres & exhausts place (who seem to be pretty reliable guys as I know lots who use them), they managed to fix the blowing, but I had to go back to nationwide to get the dashboard light reset.
The car feels improved now the exhaust is sorted but the light has come back on about 5 days later. Does anyone have any idea what the code means, as I know they can sometimes be misleading? Unfortunately the exhaust place doesn't have the facilities to read the VAGCOM so they said I'd need to go to another garage (and probably get charged an arm and a leg) to get a diagnostics report.
