New car hassle... what would you do??

I spoke to someone earlier at work who bought a 100bhp 1.4 9n. They tried to take it back because it was averaging under 30mpg. The dealer showed them the sales brochure where it says 31.4mpg urban and told them they chose the engine and they are stuck with it.
They took it to a new dealer in cardiff who have offered them their 16v 100bhp + £1000 in exchange for a new FSI. Their car only has 900 miles on it.
I've told them to take the car to the new dealers for a check up incase there is anything wrong with it.
Maybe ask if they'll give them the same offer at 1500 miles and try it out for a few hundred more miles??
They feel like it's their fault and they'll never get anywhere complaining to vw. For a dealer I think it's quite a generous offer, seeing as they wouldn't make anything on it and they never sold it to them in the first place. The cars are Identical spec except the engine.
30mpg though???? ughh.
What would you do???
VW neither dealer seem to think their is a problem with the car.
I know it's only done 900 miles but at least half of this is on the motorway, unless they've been driving @ 100 everywhere, although they say they've been taking it easy on the new engine.
They have also tried fuling up with optimax incase there was a dodgy petrol station, so trying a different type of fuel.
