I am a newbie and I just want to buy a New Polo (manual),but I have a question.

Sometimes, heavy rain caused a flood (+/- 12 inches) along the street near my office

Is it Okay to drive Polo through the flood ?

When I had my 1.0 Mk5 I drove though a flood, the water was door level (bottom of the door, not top!) and it didn't leak. I put the windows down and could hear the exhaust bubbling, I think the exhaust used to face down.

I didn't get any problems after that and It gave my underside a good wash. :P

I wouldn't recommend it though.

You can also take a look to the Polo Fun (Polo SOHO in Spain) Higher suspensions, less chance to have problems with water :)
