VW POLO N reg revs sticking

I have a VW Polo N reg 1400cc. My revs are sticking on 1500 and taking time to go back to 1000, i have checked my throttle body and cleaned it out and checked all the breather pipes, but can not seem to resolve the problem. Has anyone got any advice?
