Little metal tabs on brake pads?

What are they? They are like little ears You can see them on the below link.

squeal plates so you know when its time to change the pads

I'm on about those wing like things at the top on the pic. They stick out through the back of the caliper.

It's a spring clip. As said they prevent them rattling

do both 'arms' need to be sticking out of the caliper, through that little gap?

No - The caliper pushes against them to keep them in the carrier

If they are going through the hole, they are fitted incorrectly.
