The paint has started to flake on the front wiper arms on my polo so im thinking about giving them a repaint.is it just a matter of removing the bolt and pulling the arm off?any help would be much appreciated

Yeah man. Undo the nut and take em off. They will be tight on there and make sure you pop em back on exactly where they came off from though.
