HID Conversion Kits. Illegal or not?

As the title says, ive heard and read alot of things about HID Conversions are illegal.
Does anyone know anything?

A legal conversion costs a fortune, we're taking £1000 plus. TBH you're unlikely to be stopped for it, but it would be an MOT failure if you just swapped out the lights.
