heater won't work on 92 polo

hi. I'm new to the group ( not to polo's ). I have a 1992 polo breadvan and the heater/blower stopped working on settings 1 and 2 but works on 3. I believe 3 is a permanent live which leads me to believe that it is a resister that's gone but not 100% sure. has anyone else had a similar problem. thanks.
