You'll need to remove the B pillar trim and see if you can free it
The inertia reel may have failed though so you might need to replace it

you can force it in slowly but won't do it on its own. how do you get the pillar trim off

Maybe one thing to try, fully extend the belt and tie it out fully extended, I'm suggesting this in case it is damp, once it has dried out, maybe a day later, spray the section of belt then runs down inside the pillar, with silicon furniture polish. Then work it in and out a lot and see if this sorts it for a few months or more. If that does not work then you will need to remove the pillar trim, I can't help you there as I've not needed to go any further than the steps I've outlined.

no joy there still wont retract. new ones are nearly £200 but i can get one off a scrapper for £35 same model car buti've been reading about the seat belt pre-tensioner mechanism, is this still likely to be in tact on a scrapper belt? as i understand it if its been fired it locks the inertia reel anyway? thanks

Correct it locks the inertia wheel. You would know quite easily.
