Arc 1.6 16v oil consumption / compression test

My partners 6n2 2000 gti is using about 1.5 liters of oil a week ( 300- 500 miles ).
There's no oil patch where she parks, I cant find any visible leaks and no visible smoke. I fitted a new oil crankcase box and cda type filter when I got the car back on the road for her a few months ago. The old air filter was half soaked in oil.

I purchased a compression tester and the results are below.
First crank
Cylinder 1. 45
Cylinder 2. 40
Cylinder 3. 40
Cylinder 4. 80

Max reached
Cylinder 1. 175
Cylinder 2. 165
Cylinder 3. 110
Cylinder 4. 165

Wet test
Cylinder 1. 260
Cylinder 2. 230
Cylinder 3. 210
Cylinder 4. 210

Is the engine on its way out. ?
What should I do next...

Cylinder 3 seems suspicious

The valve stem seals may be letting oil past and it's getting burnt off

I would do another compression test and post up the results

I did notice before taking the spark plugs out there was oil around the tops. It was the same when I changed the spark plugs a couple of months ago.

Those pistons are pretty oily. Especially 1 and 3. Looks like my mk2 golf did when the stem seals failed

145 to 217 psi is the normal range. Anything under 101 is considered under the wear limit

Permissible difference between cylinders is 43psi

Cylinder 3 is suspect but it could be due to a valve to seating properly vs piston rings
