Polo 1.4tdi Bluemotion 2008 problems

Hi, im new to this ,
I recently purchased a polo 1.4tdi bluemotion 2 2008, and its got a problem its only dont 70k
The problem is when i driving 1st gear only goes up to 3k revs amd 2nd to just above 2k revs and its leaving dirty black somke , very sometimes it boosts fine , 3 4 5 gears are fine but they have lag i cant feel no boost, i have been to mechanics and he said it could be egr dpf or turbo vains inside turbo? Has anyone experienced this fault or similar?
