Tyre rubbing and upgrades

Hello 9n lovers!
Just wondering if anyone can help me out? i own a 2002 polo 1.4 5 door and have a set 17 inch (i think) Audi 7 spoke alloys on it. Whenever i go over any bumps or speed humps the tires catch the arches... can this be fixed by rolling the arches or should i sell the alloys and go for some nice 15 inch alloys?
Secondly, does anyone know any easy upgrades for the car that are relatively cheap? such as remote locking, air filter, coil overs.. etc
