19..........and still too young for a hire car

I rang up VW on Tuesday about booking my polo in for the pedal box recall. After a couple of minutes on hold i finally got through to chat to someone. I was told that i could take it in any time after the Wednesday 11th, so i checked my work rota and arranged to take the car in on Monday 16th so then i could have a hire car for getting to work and stuff.
After answering a few questions, the lady then proceeded to tell me that when i take the car in, i need to take both parts of my driving licence and have proof that i'm over 21 for the use of the hire car. She then put the phone down.
Now with this information i was shocked.
Why can you pass your driving test;
Buy a car;
and insure a car aged 17, but not be able to have the use of a hire car until your 21.
For people like me who are under 21, it is a huge pain in the arse that should your car need some work done under warranty or need to go in for a recall, that you have to find some other way to get to places.
Surely they should drop the age of hiring a car to 19 at least!
