POLO GTI MAX Throttle opening

Hi Guys
I have been running the torque app on my 2011 GTI (DSG) for a few weeks now and have noticed it will show a maximum of 90% throttle, foot flat to the ground in any gear only 90% displayed. I was wondering if anyone else has had the same experience, know if this is normal and will remapping change this.
I plan to remap anyway I just wanted to know if this is in place to slow the car down a bit as not to compete with the golf as much or if it has anything to do with the torque limits in the gearbox.
