Mine was over half full, but was previously used as a company car at the dealership... (3 months old, 1500 miles)

Must have been a fair bit in mine.
Can't remember exactly how much, but if they'd given me the car running on fumes it would have stuck in my mind.

So there's obviously no set requirement, entirely down to the discretion of the dealership.
Fair enough.

So at the factory they most just put in half a gallon at least then just to cover the running around the cars do driving’s on too the ships and on too the transporters that take the car too the dealerships.

When I purchased my Polo, I told them I wanted a full tank of fuel, as a part of the purchasing price, but I told them I would not pay for the full tank of fuel.
They filled it up to he brim. I did pay cash, If they didn't fill it up, it would have been them who broke the contract, I wouldn't have taken it off the forecourt.

What's the relevance of yet again mentioning you paid cash?
TBH dealers would rather you didn't pay cash, so you're not getting any special treatment from them by doing so.

At parkway VW, my local dealer, 10L is their company standard; anyone buying a new car would be mad not to negotiate a full tank irrespective of their method of payment!

It's in the contract - if you pay cash they give you a tank of fuel. Instead of walking into the dealership with a wheelbarrow full of pound coins, I did a BACs transfer and got nowt - they're very specific about cash because the dealership principal wants to top up his pool of coins and dive into it like scrooge mcduck.
Also, telling someone verbally you want a full tank of fuel on collection amounts to a legally binding contract clause.

Not got my car yet but my order form shows half tank of fuel for £29.17 under dealer accessories. Fueling wasn't mentioned when ordering but the end price came out at what was agreed so the half tank of fuel, to me, has been thrown in for free. This order is with Alan Day and thinking back 3-4 years this is how I got my last car from them, with half a tank of fuel.

£29.17 for a half tank = £ 58.34 for a full one.
For a 45 litre tank that's exactly £1.30 per litre.
Bit expensive, but there you go.
