Thermostat or something else

Hello to all,

Lately at this cold time I've noticed that engine temperature on my Polo 1.4TDI 2005 couldn't exceed 70°C after driving more than thirty minutes in urban conditions.
If I drive on highway it goes even lower about 60°C, and goes up and down depanding on how many RMS and in what gear I'm driving. Also noticed fuel consumption is about 1 liter higher that before.

Is it thermostat or something else?

Yes very possibly the thermostat has failed in the open position

I suppose it is the thermostat, but one thing is so strange. Hot air from ventilation is blowing only few minutes after engine has started. If thermostat is stuck open, engine can't reach operating temperature and because of that would be logical that hot air can't blow from ventilation holes so quick or I am wrong?
