ABS issue can't figure it out

I bought a 2006 1.4 v16 yesterday and there is an ABS light when braking at slow speeds when braking it's vibrating I swapped the sensor bit no luck and realised there is a hanging cable anyone know what it's for or if it was a dodgy repair by old owner.
