Headlights

Hi there.
Having problems with my headlights alighnment.
they will not move up or down while using the dash switch .
this is an mot reqirement .
the mot tester told me the drivers side was working fine , the passenger side wasnt .
i then went to repair the passenger side by removing the headlight motor and found that both motors have stopped working ( checked headlights before strip down , this is when i found both motors ahd stopped ).
i have checked the fuses ( f6 , 5 across ).
does anyone know why this would happpen.
has anybody else had this problem on a 1.9 tdi 02 polo.
