Headlight Range

Hi All,
Hoping someone can help. If the headlight range switch on my sons polo 9n 2007 1.2 is adjusted nothing seems to be happening with the headlights themselves. I also noticed today that you can hear what I think is the motors going on both lights continually when the lights are on. Does anybody have any idea what is the likely fault here and how to fix it.
