O2 Sensor Malfunction - Check engine light

After getting a check engine light a few weeks after buying the car, I decided to read the fault codes using VCDS.
I received the following output:

2 Faults Found:
16524 - Oxygen (Lambda) Sensor B1 S2 
            P0140 - 009 - No Activity - Intermittent
16520 - Oxygen (Lambda) Sensor B1 S2 
            P0136 - 008 - Malfunction in Circuit - Intermittent
Readiness: 0010 0001
AFAIK this is to do with sensor 2 of bank 1, which is after the catalytic converter.
I then checked the fuse diagram listed here, and saw that there were two locations for "Lambda" sensor/probe parts, both of which showing a 10A fuse.
In my car, I have one of these fuses in location 28, which is in good condition, but no fuse in location 8, which is related to these modules:
Lambda probe heater -Z19-
Lambda probe 1 heater after catalytic converter -Z29-
Activated charcoal filter system solenoid valve 1 -N80-
Is it normal to only have one of the fuses for this car, or could this be the cause of my fault codes?
