New Headlights, Old Level Motor reinstall Problem

Hi,
Have just received my new replacement headlights for my 6n2 Polo but have hit a snag.
There is a white plastic 'Spacer' in the slot where I need to fit my old level motor.
Its white plastic and I can't twist or pull it out without the fear of breaking the black plastic surround.
I've enclosed a picture for reference.
I'm stumped as to why they would put this there to be honest.
And yes it is an electric level headlight unit...
