2014 Polo fan issue

Hi
I'm new to the group.
I have a 999cc 2014 polo, and the main radiator fan is not coming on?
I have tested the fan (which is ok) and also the fuses. Ive been told by my local VW dealer that the fans hardly ever come on with this model?. Whats odd though is the fan will not come on when I turn on the air con (I assume it should)?
There is no fan sensor / switch on the rad ....the only sensor I can find is a small one on the back of the head.
dose anyone have experience of the fans on the 999cc model?
any help would be really appreciated as there is nothing on-line
