Difficult to tell from the small thumbnail image you’ve posted so I found a YouTube video and took a screenshot - see below. Are you referring to the part I’ve circled on the screenshot? I don’t have access to my car just now (it’s at home and I’m not), so I can’t check. I might be completely wrong but I’d hazard a guess it’s a grommet that the flexible washer fluid tubing passes through into the cavity between the underside of the bonnet and the external bonnet skin to the washer jets.
As an aside, it’s interesting to see from the screenshot that on the facelift Polo, VW don’t paint the underside of the bonnet or engine compartment in body colour (car is red) and they’re just left in a primered state (they’re painted body colour on my 2020 pre-facelift GTI+)

I'll second that.

Maybe, although my car doesn’t have heated washer jets and I have exactly the same rubber grommet and flexible tubing on the underside of my car’s bonnet as @LEEA123’s car and the car in the screenshot in the earlier post.
Edit; Cleaned my car this morning and remembered to take a picture of the underside of my bonnet showing the rubber grommet in question. As said above, my car doesn’t have heated washer jets.
