9N old shape Diesel 1.4 3 cylinder - poor starting, suspect injector.

Hi, I have a problem with my high milage Polo I can't fathom. I have very poor starting, hot or cold. It's had a new EGR valve and a fuel filter. It's regularly serviced by me and faults fixed as they occur. It will crank for ages when it, finally, fires it runs lumpy, feels like it's running on 2 cylinders. this smooths as it gets warm but "misfires" continue intermittently. At revs over 1200, it smooths out a bit with no real issues under load, I have no obvious loss of power.
I suspect a failing injector. I've had no MIL light and the only faults I've logged are crank speed sensor, I believe from long cranking without firing. Cleared it did not return. I've just bought VCDS, officially, with a license and everything! Believing it's an injector I've logged blocks 13, 18 and 23. a print is attached.
Anybody got any good ideas, I'm stumped.
